License plate abduction resolved without ransom

Zhou, a resident of Nanchang, Jiangxi province, noticed last Monday that someone had snatched his license plate and left a note in its place.

Zhou dialed the number on the note, and the person who answered said he would return the plate for 200 yuan ($27). Zhou asked for a discount, but the man refused and said the price was reasonable due to inflation.
