Two Exempts and One Subsidy

A policy by the central government to popularize compulsory education by waiving tuition fees, the cost of textbooks, and providing subsidy to students in boarding schools. In 2001, the central government decided to exempt poor rural students in primary and middle schools from paying tuition fees and textbook costs. It was also decided that subsidies would be offered as a living allowance to students in boarding schools specially built in remote areas.
