Advanced modules support MPA program

This component was initially designed to assist CNSA in the design of its MPA program. However, when the project began, the generic curriculum had already been defined and started.

The component objectives were therefore revised to provide a series of training modules that would support both the core curriculum and elective modules of the MPA and provide an EU perspective.

Development of distance learning also became an important element of the component.

The aim was to provide European expertise in a bid to enhance the knowledge and understanding of the MPA teachers and students and so "add value" to the existing program.

The training modules offer lectures by EU subject experts from many countries, providing trainees with comparative information and a range of different approaches related to the development and reform of public administration and public management in Europe.

Modules delivered include the following subjects: legislative evaluation, public administrative law, human resource management, local government structures, government and public policy, WTO & international trade, public finance systems, administrative reform and social law.

The component has also produced a manual on European Affairs that provides extensive background information on the history and current organization of the EU.

Modules have not only been delivered in CNSA but also in many cities and provinces including Shanghai, Xi'an, Guangzhou, An'hui, Hunan, Jiangsu, Shandong, Qinghai, Jiangxi and the Inner Mongolia Autonomous Region. The number of participants averages around 40 in CNSA but a larger number attend in the provinces.

During the project, increasing emphasis has been placed on more specific rather than generic information on topics. All modules have to be suitable for transferring to an e-learning system and are currently being developed into a textbook to provide a sustainable resource that is easily accessible.

Developing an e-distance learning system provides opportunities to reach a wider number of participants, to use a more advanced training approach, and to make better use of the training capacity at CNSA.

The development of a distance learning system therefore became a strategic goal for CNSA.
