Forget shared benefits meaning one big pot

The expression of "universal sharing of the benefits of reform and opening-up" frequently appears in media reports, particularly those appearing during this year's sessions of the National People's Congress and the Chinese People's Political Consultative Conference.

I believe distinctions need to be made between what the expression does and does not refer to. In other words, where does the focus of the expression lie? And what are the boundaries for government policies at various levels when trying to translate "sharing of the reform's benefits" into reality?

Theoretically speaking, "sharing the benefits brought by reform" is in essence the second-stage distribution of social wealth.
