Making social security a reality
Chongwen District will speed up efforts to develop various social undertakings and make the social security system fully functional, to ensure that local residents live well-off lives.
Following the guidelines of combining independent job hunting and market adjustment with govern-ment assistance, the administration aims at the coordination of employment with economic growth.
Some 50,000 jobs will be created in the next five years to keep the re-employment rate of the registered jobless above 70 percent.
The district will also issue a series of supporting policies to help the unemployed find jobs or start business.
In addition, a computer-based employment management platform will be set up, dynamically processing the information about the needs and qualifications of the jobless as well as the market demand for them.
The construction of a multi-level professional skills training network is also high on the government agenda, which is expected to improve overall labor quality.
Further, a new social salvage system is in the offing, which will link social assistance and welfare with charity and social and commercial insurance.
