It has been a year since implementation of the two-child policy but the effect is far from expectation. About 16.87 million children were born in China in 2014, only 470,000 more than that in the previous year. Many specialists and scholars are calling for a comprehensive two-child policy, raising wide ranging discussion.

Adjusting population is of strategic significance and more important than control of the population size. I suggest those well-educated should be granted permission to have three children to improve population quality. All other couples could have two. Not only the single-child family but every citizen could enjoy this kind of fertility policy.

Carrying out the comprehensive two-child policy is urgent. But we should also strictly control the right to have three children. After that, I believe the rapid increase in population is not that horrible. Some increase in population is normal. We can't strictly control the policy concerning our nation's population base. The change in population structure is our priority.

If we carry out the comprehensive two-child policy later, we will be more passive. How could we know whether it is appropriate or not without launching a pilot program? Solving the aging problem also needs the immediate attention of government departments.

The trend is for changing the two-child policy to the comprehensive two-child policy. However, before this, we need to know the implementation situation. The comprehensive two-child policy can only ease the aging level but do nothing to change the trend.

We have just implemented the two-child policy. If a comprehensive two-child policy is carried out now, it seems to be not that stable and consistent in terms of policy-making. Censuses are needed to further examine and evaluate the structure, distribution, living condition and quality of the population. Only when we finish these works can we decide whether to adopt a comprehensive two-child policy or not. So there is still a long way to go.

It is time to carry out the comprehensive two-child policy. Currently, two young people need to support four old men or more. Once there is an old man sick, we could even find nobody to care him. Our nation has to pay more attention to this problem. It's better to carry out the policy as soon as possible, otherwise, more women will lose the opportunity of giving birth.
