Q7: Guizhou has put forward the slogan of "selling Guizhou goods out of the province." Guizhou's tea, vegetables, herbs, fungi, and fruits are all popular in Beijing, Shanghai, and Guangzhou. What's the rural industrial reform in Guizhou that drives the province's action in agriculture?
Sun: In 2018, Guizhou enacted profound industrial reform to revitalize the rural economy, which combined agricultural supply-side structural reform, rural economic structural adjustment, and industrial poverty alleviation.
In order to promote the industrial reform, the province proposed eight elements: industry selection, training of farmers, technical services, financing, organization, production and marketing docking, interest linkage, as well as grassroots Party building work.
The province also plants high-efficiency economic crops such as vegetables, edible fungi, tea, fruits, and Chinese herbal medicines to replace corn. The farmers' income has increased significantly.
A total of 12 provincial officials led the development of 12 major industries in agriculture respectively. Q8: As you mentioned before, Guizhou has helped 1.88 million people out of poverty, which equals the population of a mid-sized country in Europe. Can you give us details on how to help these people live a stable and well-off life?
Shen: Thanks for your question. Some remote areas in Guizhou feature high mountains and deep valleys, which can cause frequent natural disasters, as well as high costs for connections to power, roads, and water. However, we have explored effective ways and policies to help people in these areas.
We insist that loans are paid off at provincial levels, that houses are moved in the unit of villages, that houses are allocated together in urban areas, and that infrastructure is built in the unit of counties to help poverty-stricken households move out of poverty without bearing debts, as well as to carry out the migration on the basis of industries and jobs.
Relocation is just a method in eradicating poverty. As soon as people move out of poverty-stricken areas, we shift our working focus on livelihood improvements for them. We have made our best to construct systems for public services, training and employment, cultural services, community governance, as well as community-level Party construction. Every allocation site is equipped with one health service institution and every household has at least one person that is working. If people can find jobs in nearby places and their children can go to schools in the town they live in, their lives will be changed greatly.
According to a random sample survey, the satisfactory rate for the migration plan reached 99 percent. Now every family takes initiative to hang two pictures in the house, with one being their old place of living and the other being their new house.
