IV. Social Functions of the Judicial Authentication Industry
Judicial authentication serves for litigation. In terms of its subject, judicial authentication not only serves the judicial authorities, but also the party concerned as well. In terms of the scope of litigation, it is not only applied in criminal litigations, but also in civil litigations and administrative litigations. Judicial authentication not only involves the rights and interests of the party concerned, but also involves the adjustment and compensation of public interests and other social interests. Therefore, judicial authentication has many social function. Because of this, Order No. 412 of the State Council and the Decision of the National People's Congress in 2004 included judicial authentication in the scope of government administration and delegated the power of administrative licensing to judicial administrative authorities.
