BEIJING -- China has issued a regulation on the registration and management of public institutions, aiming to strengthen the Party's overall leadership over such institutions and reinforce their commitment to serving the public interest.

Premier Li Qiang signed a State Council decree promulgating the regulation, which consists of six chapters and 34 articles and will take effect on Dec 1.

The regulation also standardizes registration and management procedures and safeguards public institutions' legitimate rights and interests.

It requires public institutions to uphold the leadership of the Communist Party of China, firmly implement the Party's lines, principles and policies, and step up efforts to improve conduct, enforce discipline and combat corruption.

It also calls on public institutions to remain committed to serving the public interest, prioritize social benefits, and continuously improve the quality and efficiency of their public services.

The regulation further stipulates that competent authorities and sponsoring organizations must oversee and guide public institutions to ensure their activities are conducted in accordance with the law.

Industry regulators, including those in the medical, educational and scientific research sectors, are also required to strengthen supervision and inspections of relevant institutions' conduct.

To improve registration services, the regulation calls for standardized and streamlined procedures. Registration authorities and public institutions are required to promptly disclose relevant information through the national public institution registration and management information platform, in accordance with the law.
