Some families said they had been unable to contact their loved ones since the incident.
Responders had briefly established communication with some people believed to be trapped beneath the structure before contact was lost, Johnson Sakaja, Nairobi governor, said.
Interior Cabinet Secretary Kipchumba Murkomen said all 67 construction workers at the site had been accounted for, with 66 escaping without injury and one admitted to hospital in stable condition.
