Former minister of emergency management expelled from Party, dismissed from public office

Wang Xiangxi, former Party chief and minister of emergency management, has been expelled from the Communist Party of China and dismissed from public office for serious violations of Party discipline and national laws, China's top anti-graft authorities said on Tuesday.

The decision followed an investigation by the Communist Party of China Central Commission for Discipline Inspection and the National Commission of Supervision into Wang, a former member of the 20th CPC Central Committee.

Anti-graft authorities said Wang had lost his ideals and convictions, abandoned his original mission, and violated the central Party leadership's eight-point decision on improving conduct.

He was found to have improperly accepted cash gifts, attended banquets that could have affected the impartial performance of his official duties, and participated in banquets paid for with public funds.

Wang also violated organizational principles by improperly seeking benefits for others in job promotions and breached integrity rules by using his influence to benefit the business activities of specific related persons, according to the statement.

Authorities said Wang had no regard for Party discipline or the law and turned public power into a tool for personal gain. He allegedly used his positions to help others secure construction projects and job promotions and illegally accepted large amounts of money and valuables in return.

Wang has been expelled from the CPC and dismissed from public office. His qualification as a delegate to the 20th CPC National Congress has also been terminated, and his illicit gains have been confiscated.

His suspected criminal offenses and related assets have been transferred to procuratorial authorities for review and prosecution in accordance with the law.

The decision to expel him from the CPC will be submitted for confirmation at a plenary session of the CPC Central Committee.

Wang, 64, a native of Hubei province, spent much of his career in the province, where he served as mayor of Jingzhou, Party chief of Suizhou, a member of the Standing Committee of the CPC Hubei Provincial Committee and secretary-general of the provincial government, and later as secretary of the provincial political and legal affairs commission.

He was appointed chairman of China Energy Investment Corp in 2019 before becoming Party chief of the Ministry of Emergency Management in 2022 and later serving as minister.

Wang was placed under investigation in January 2026 while serving in the post.
