China solicits public opinions on crop disease, pest control rules

BEIJING - China's Ministry of Justice has published draft rules regulating the prevention and control of crop diseases and pests to solicit public opinions.
The draft regulation has clarified the responsibilities of governments at all levels and agricultural producers and operators for the prevention of plant diseases and elimination of crop-damaging pests.
It also introduces an all-round system to prevent and control crop diseases and pests, from monitoring and forecasting to emergency responses.
Organizations and individuals can submit their opinions on the draft regulation online until Aug 16.
