Dec 23, 2005: CPC Central Committee and State Council issue some ideas on deepening the reform of cultural system

On December 23, 2005, the Central Committee of the Communist Party of China and the State Council issued some ideas on deepening the reform of cultural system and said a scientific culture managing system should be formed with development as its theme and innovations of system and mechanism as its emphasis, while satisfying the spiritual and cultural needs of the people as the starting point and the foothold. The system would be implemented to exert ourselves to construct a system and mechanism that is full of vitality, efficiency, openness and beneficial to the development of culture, to develop the socialist culture, make it flourish, and to continuously enhance the cultural and soft power and international competiveness of China.
