On December 19, 2004, the General Plan for the Development of Red Tourism (2004-2010) is promulgated by the general offices of the CPC Central Committee and the State Council. The plan defined the 12 major red tourist areas, which best represent the progressive phases of revolution in China, and pointed out red tourism is a sensible way to promote the national ethos and socioeconomic development in those areas.
