《居住证》持有人享受苏州市民待遇，可凭证办理相关社会保险、解决子女就读、购房等事项；可以以技术入股或者投资等方式创办企业、申报高新技术企业和创新创业项目资助
重点支持重点和新兴产业领域的柔性引才，如以项目合作、技术指导、培训咨询等方式引进海外人才。
参加短期培训或进修，按培训费的20～50%给予资助，最高不超过20万元
重点产业和新兴产业领域企业引进的紧缺人才，5年内，博士研究生给予10万元的补贴，硕士研究生给予5万元的补贴。
给予入选者50-250万元的安家补贴和100-400万元科研资助；提供100平方米免租3年的工作场所。
