Many municipal governments have heeded the central government's call for new energy sources, often without paying attention to local conditions. Their enthusiasm should be restrained, says an article on Xinhuanet. Excerpts:

We are concerned about the number of municipal governments constructing new energy plants without paying sufficient attention to local conditions.

Building a new energy plant is no simple matter. Construction should not begin until careful analysis and planning have been completed. The present enthusiasm for construction is like a fever. Unfortunately, this fever is contagious. All too often, when the central government encourages an industry, local governments rush in blindly. Only when development is guided by local conditions, rather than feverish enthusiasm, can we achieve our goal of sustainable growth.
