Any enterprise that meets the following requirements can qualify for preferential policies that support the hiring of top, talented personnel:

1. registered in the zone as an independent legal entity and paying taxes in the zone;

2. working in nonferrous metal or rare metals, bio-pharmaceuticals, equipment manufacturing, aquatic sciences, energy conservation, environmental protection, aviation, electronic information, or other industries in line with the Kunming National Hi-Tech Industries Zone’s development.

The term top, talented personnel refers to anyone with a PhD degree from a Chinese university or a master's degree or higher from an overseas university and is below the age of 55 and can fulfill one of the following:

1. member of the Chinese Academy of Science or Chinese Academy of Engineering; academic leader in key national discipline, key national lab, or engineering - technology research center; candidate for the Million Talent Project or the New Century Talent Project; qualifies for Party Central Committee Organization Dep’t Global Experts Hiring Program or Science and Technology Ministry Innovative Talent Promotion Plan; expert or academic leader under the Education Ministry’s Chang Jiang Scholar Program or other ministry program; can handle scientific or technical problems of the Kunming National Hi-Tech Industries Zone’s developmental problems;

2. patented technology in nonferrous metals or rare metal materials, bio-pharmaceuticals, power equipment manufacturing, aquatic sciences, energy conservation, environmental protection, general aviation, electronic information, or other fields badly needed in the zone;

3. experience with a renowned enterprise, university, research institute, or other organization in research and management; experience in top technical management; any outstanding achievement that can accelerate industrial or technological development.
