Dec 22, 2000: The Jiangsu provincial government issued an approval to establish Jiangsu International Business Center in Kunshan Huaqiao. The central zone of the Park covers an area of 800 mu, west to the Tongjiang-Sanya Express Way, east to Huaqiao Zhaofeng Rd, north to National No 312 Road and south to Shanghai-Ningbo Express Way.

June in 2003: The international business center got an approval from the provincial government to enjoy preferential policies in the areas of value added tax and export rebates.

August of 2005: Secretary of the provincial party committee Li Yuanchao visited the international business center. The secretary proposed the strategy of “Huaqiao International Service Business Park” and the aim of incorporating Shanghai, facing the world and serving Jiangsu. Li hoped to build the Park into a demonstration zone of modern service for the province.

Nov 2, 2005: The Kunshan city government approved an offer of policy support to Huaqiao in terms of land, tax and construction approval.

Nov 4, 2005: Suzhou announced it would establish several working groups responsible for management of the Park.

Nov 9, 2005: Suzhou announced it would set up a working committee with four auxiliary branches and invited a bid for the Park’s functions. McKinsey & Company won the bid.
