This year marks the third anniversary of the establishment of the Huaqiao Economic Development Zone, and is also a critical period of " the most severe situation, the most lenient policy, the greatest challenge, and the rarest opportunity" for the development and construction of Huaqiao International Service Business Park. The Business Park will make more down-to-earth efforts and provide more efficient services to ensure development and construction at a new level in the spirit of the " three dares" (dare to make breakthroughs, dare to be responsible and dare to compete), and in the spirit of the " three full uses" (full use of one’s mind, one’s ability and one’s energy).

The Huaqiao Economic Development Zone, while taking enhancing competitiveness as its key point, will vigorously strengthen the comprehensive development advantages of the Business Park, and strive to achieve levels of infrastructure, service functions, and human resources equal to Shanghai. It will build and ecological environment at half the costs the construction, services and personnel of Shanghai. In this way it will further optimize the business environment and enhance overall competitive advantage.

This year, the Business Park will vigorously strengthen its ability to seek breakthroughs in difficult situations and perform well to enhance services. It will renovate its service measures, accelerate the establishment of the Research Center of Development Strategies and the Business (Enterprises) Service Centers of the Business Park, publish investment incentive policies for professional investment institutions, and enhance services for industry research and policy mechanisms, so as to promote the level of industrial development. With the key services being made clear, departments including the investment inviting department and the planning and construction department shall do their best to provide the best services for major projects and effectively solve practical issues such as policy, power and telecommunications, financing, personnel and housing, so as to ensure that the projects’ construction be carried forward with high quality and high efficiency. Fixed-point services should be offered to the projects with the qualification to operate, so that they can be put into operation and start production as soon as possible.

In making every effort to support enterprise development, create a small, relatively loose environment amid the large adverse environment, and help industries of the Business Park soar, this year the Business Park will further strengthen the work of supervision and assessment and improve the scientific evaluation mechanism. Then a mechanism and atmosphere of " putting capable people in important positions, supporting those who work hard, eliminating those who neglect their work and investigating and punishing those doing ill" will be formed to encourage cadres of all levels of the district to enhance their efficiency awareness and their senses of responsibility and urgency, so that the realization of the Five Clear Targets brought forward by the municipal Party committee and the municipal government can be achieved and a new situation for development and construction of the Huaqiao International Service Business Park will be created.
