The plan of Huaqiao Economic Development Zone proposed by the Jiangsu Provincial Party Committee and the Provincial Government sets that Huaqiao Economic Development Zone covers an area of 50.11 square km in Huaqiao Town and should be comprehensively arranged to be in line with the requirements of "Kunshan Overall Urban Plan (2002-2020)", which is the right choice to "service Jiangsu Province, blend into Shanghai and face the world".

Huaqiao Economic Development Zone is one of the three major commercial centers in Jiangsu, a competitive modern service model zone in Yangtze River Delta and a comprehensive international ecological city in Shanghai Economic Circle with commercial service as its core function.

1. Huaqiao Economic Development Zone will become a distinctive modern service center to "service Jiangsu Province, blend into Shanghai and face the world" in the near future.

2. With business service as its core function and producer services as its leading industry, Huaqiao Economic Development Zone will make use of its geographic advantages and offer diversified business office rooms and places to form a favorable investment environment.

3. Huaqiao Economic Development Zone considers the construction of landscape ecosystem as its major task by determining the diversified ecologic objectives and creating a distinctive urban human landscape.

Land scale: the scale of urban land construction is 32.62 square km, while the business comprehensive area covers 11.56 square km. The percentages of green belt, road and business office buildings are 40 percent, 20 percent and 40 percent respectively.

Building scale: the business office building takes up 55 percent, the supporting service building 25 percent and residential housing 20 percent.

Population: the total population of Huaqiao Economic Development Zone will reach 330,000, with a resident population of 280,000.
