19. Sea Park Market Demolition and Reconstruction Project in Huanghua City

Ⅰ. Project Content

The project is a city business center area (a large concentration of shopping malls, characteristic Commercial Street, housing and related facilities).The land stretches to Bohai Road to north, , Xinhua Road to south, Huaxing Street to east, Main Street to west and west far away, covering a total area of 19.29 hectares, of which the demolition of land area is 16.41 hectares , land area that can be the developed is 14.38 hectares, demolition of building area is 80,000 square meters (36,000 square meters of buildings, 44,000 square meters of houses), planning a total construction area is165,000 square meters (112,000 square meters of commercial, 53,000 square meters of residential).

Ⅲ. Project Background and Construction Conditions

December 29, 2008, Hebei Province People's Government formally approved the "Huanghua City Master Plan (2008-2020)" which confirms Huanghua as "Beijing-Tianjin-Hebei region's key central city along the coast, an important international gateway to the Bohai Sea , the emerging base of industry and modern services in Hebei province." Urban functions is "modern service centers on the southeast coast in Hebei Province, new industrial bases, center of science, education and innovation, area gathered in culture, Convention and Exhibition in central and southern areas of Hebei Province, external logistics and transportation hub of southeast coast in Hebei Province". The size of the urban population is 100 million, the area of land in urban construction is one hundred and ten square kilometers. City is planned to form the spatial structure of "one main two assistant, rings congregate". "One main", the main city center, is the important space carrier which takes on functions of regional service in future. "Two assistant" are respectively Huanghua assistant Center and Zhongjie assistant Center Deputy Vice-center. Huanghua assistant Center is shaped by optimizing and enhancing existing infrastructure, that is, the business services area the center of which is the market and the credibility of the sea Park Street, which is the main service center that is the base of construction of the initial stage, with a relatively prominent feature of integrated services. Sea Park Market Demolition and Reconstruction Project has been identified as the focus of building projects by the city government, has completed the detailed planning of controlled design and landscape design. Water supply, electricity, telecommunications, gas and other infrastructure facilities required for construction projects have been improved. The early land consolidation and reserves are on going, and the Project will be listed on auction after completing the demolition and land reserve.

20. Clifford Manor Residential District Project in Shenzhen City, Hengshui

Ⅰ. Project Content

21. The Reconstruction of Zhongxing East Street Area in Xingtai City

I. Project Content:

In 2010, four new areas have been added to the reconstruction of Zhongxing East Street in Xingtai, including: The first area, from the east of Xingzhou Road to the north of Weizhai River This area is located on the intersection of Zhongxing East Street and Xingzhou Road, near Weizhai River. The four boundaries of this area: Xingzhou Road to the west, Weizhai River to the east, Dongguan Street to the north, Weizhai River to the south. It covers an area of 93.67 mu, with all types of buildings 75,576.41 square meters to be removed, and 327 residents to be relocated. Up to now, 196 residents have been removed and the construction area of 27636 square meters has been completed. It is scheduled to complete removal and rebuilding tasks by the end of April, 2010. 16 housings are going to be built and the area is 186.3 thousand square meters including business area 50,000 square meters and residential area 136.3 thousand square meters. The second area, the west side of the original People Theater This area is located in the commercial center of Zhongxing East Street, west to Tuanjie Lane, east to the original people's theater, North to Zhongxing East Street from. From the south to the north, the length of the project is 100-200 m, and from the east to the west, the length is 183 m. The first stage covers an area of 19.05 mu, with all types of buildings of 22402.78 square meters to be removed, and 110 residents to be relocated. Now, the removal and rebuilding task has been completed. 2 commercial buildings are going to be built, with an area of about 45354 square meters. The third area, from the west of Xingzhou Road to the north of Kaiyuan Temple This area is located in Xingzhou North Road, adjacent to Kaiyuan Temple, a historical and cultural park in Xingtai, west to theHezuo district, east to Xingzhou Road, north to the dormitory building of the sheet factory, south to Weisheng Street. It covers an area of 29.2 mu, with all types of buildings of 29600 square meters to be removed, and 218 residents to be relocated. Now, the removal and rebuilding task has been completed. 2 commercial buildings and 1 residential buildings are going to be built, with an area of about 40000 square meters, including 25000 square meters for business buildings and 15000 square meters for residential buildings. The fourth area, from the east entrance of 51 Bridge to the south of the Zhongxing East Street This area is located in the northeast corner of the intersection where Zhongxing East Street and Xingzhou Road cross, west to Xing Zhou Road, east to 90 # Building in the New Century Jiayuan District, north to Zhongxing East street, south to Xinhua the south wall if Xinhua Weaving Factory. It covers an area of 16.15 mu, with all types of buildings of 10350 square meters to be removed, involving 87 residents and 3 companies. (Netcom, Industrial and Commercial Bank of China, Xinhua Weaving factory). Up to now, 70 residents have been relocated and the relocation agreements have been signed with Industrial and Commercial Bank of China and China Netcom. Xinhua Weaving Factory has completed the bankruptcy process and have the intention to be removed. It is scheduled to complete removal and rebuilding tasks by the end of April 2010. One Commercial Complex Building and one residential building are going to be built, with an area of 17983 square meters, including 5146 square meters for business buildings and 12837 square meters for residential buildings.

Ⅱ. Investment Estimation and Financing:

The first area: It is estimated to invest 91.64 million dollars, including 34.33 million dollars for the removal and rebuilding funds. The fund is raised by the enterprise itself and investment promotion. The second area: It is estimated to invest 25.64 million dollars, including 11.72 million dollars for the removal and rebuilding funds. The fund is raised by the enterprise itself and investment promotion. The third area: It is estimated to invest 25.49 million dollars, including 13.19 million dollars for the removal and rebuilding funds. The fund is raised by the enterprise itself and investment promotion. The fourth area: It is estimated to invest 9.67 million dollars, including 4.54 million dollars for the removal and rebuilding funds. The fund is raised by the enterprise itself and investment promotion.

III. Market Analysis

The reconstruction project for the above four areas are in close proximity, and they are located around the city's most bustling commercial street, Zhongxing East Street, adjacent to the two cultural parks in Qiaodong Districcity-Xingtai historical and cultural parks, Kaiyuan Temple and Waizhai River. The existing facilities in the surroundings are The Second Middle School and the 21st Middle School. The project has developed transportation networks, complete supporting facilities, advantageous location and enormous value increasing potential.

Ⅳ. Construction Conditions

The reconstruction project for the above four areas belongs to the reconstruction project of the old city. Now the removal and rebuilding work of the first and second areas has been completed, and the removal and rebuilding work for the first and second areas will be completed before the end of April 2010. The pre-removal and rebuilding work is in the charge of Zhongxing East Street site reconstruction command. The project site is required to be "three connections and one leveling", assuring that a construction site is connected to water and electric power supplies and roads, and that the ground is leveled before a project is begun and it is required to undertake the market-oriented, business-oriented operation according to the preferential policies for the reconstruction of the old city put forward by of Xingtai government.

V. Benefit Analysis

The first area: Now about 12.55 million dollars has been invested as removal and rebuilding fund. The total investment is about 91.64 million dollars, and the project revenue is about 26.86 million dollars. The second area: Now about 11.72 million dollars has been invested as removal and rebuilding fund. The total investment is about 25.64 million dollars, and the project revenue is about 11.70 million dollars. The third area: Now about 13.19 million dollars has been invested as removal and rebuilding fund. The total investment is about 25.49 million dollars, and the project revenue is about 10.40 million dollars. The fourth area: Now about 3.66 million dollars has been invested as removal and rebuilding fund. The total investment is about 9.67 million dollars, and the project revenue is about 1.84 million dollars. The reconstruction project for the above four areas belongs to the reconstruction project of the old city. The development cycle is about 3-5 years and it enjoys a number of government preferential policies for real estate development, so as to reduce the development costs effectively. According to the analysis of the real estate market, the project has an advantageous geographical position, lower development costs and good economic benefits.
