Financial expenditures to improve people's well-being have become a key point for Guizhou, making up more than 60 percent of all provincial public financial expenditures, said the first session of the 12th Guizhou Provincial People’s Congress.
Expenditures to improve people's well-being have steadily increased over the years. The amount reached 215.7 billion yuan ($34.67 billion) in 2012, making up 78.4 percent of the whole provincial public financial expenditure.
A major part of expenditures for improving people's well-being is education. Education is a priority in Guizhou’s provincial plan. The expenditure spent on education development amounted to 165.13 billion yuan ($26.54 billion) from 2008 to 2012, reaching an average annual increase of 24.4 percent.
Guizhou will cut down expenses of the Party and government offices at all levels by 5 percent in 2013. The money saved will be used to consolidate and improve the nine-year compulsory education system and implement a three-year free secondary vocational education program.
