Cui Yadong, a member of the standing committee of the Guizhou Provincial Party Committee and the director of the Guizhou Provincial Department of Public Security, issued the first port visa to Chan Kwok Cheung, a British citizen, on Jan 23. Guizhou has now been officially authorized to issue port visas to foreigners.

A port visa is also called a "visa upon arrival". Foreigners who need to travel to China due to emergencies and have no time to apply and obtain a Chinese visa from an overseas Chinese embassy or consulate-general can apply for the port visa with their invitation letters at the designated entry port. It is a common international custom around the world.

With the development of the reform and opening-up policy, there are more and more foreigners coming to Guizhou. Issuing port visas to foreigners has become more and more necessary to Guizhou’s development.

The leaders of Guizhou have paid great attention to this issue since 2007. Eventually, Guiyang was authorized the right to issue airport visas on Aug 7, 2012. On Dec 26, 2012, the Ministry of Public Security announced the Notice to Begin Issuing Port Visas in the Airports of Guiyang, allowing Guizhou to issue port visas for the first time.

The ability to issue port visas will help Guizhou become a world famous travel destination, a recreation resort and a platform of cultural exchange.
