This park is in the city’s Jinchengjiang district with the Longjiang River on its northeast side, approximately 18 kilometers from the downtown area, with a planned space of 25 square kilometers, 12 sq km for the first phase, 7.7 for the second, and 5.3 for a third.

The topography is mainly hilly with gentle slopes, the highest point being 400 meters above sea level and the lowest, at 310. The park’s goal is to improve the urban ecology and environment and industrial strengths to help the city improve, develop, and become a regional center.

Overall, it will develop an ecological circular economy for non-ferrous metal smelting and deep processing, chemicals, and building materials with complete modern services.

The strategy is to develop a large, high-quality ecological park with innovative capacity, benefits, and low pollution; a major engine for circular economic development and; a new industrialized facility for western China and a modern services demonstration.

Its economic goals are total industrial output worth 5 billion yuan and industrial added value worth 1.5 billion yuan by 2015; total industrial output value of 30 billion yuan and industrial added value of 9 billion yuan, by 2020; total industrial output value of 60 billion yuan and industrial added value of 20 billion yuan in 2030.

In industrial development, it wants to increase non-ferrous metal development, industrial links, and non-ferrous metal deep-processing; improve its traditional economy, vertical industrial chain, and chemical and building materials; introduce emerging economies, integrate production resources, and form industrial clusters.

Its other goals are an ecologically friendly non-ferrous metal demonstration base; a circular economy model for western China and; an integrated industrial facility for the Liulai River.

Its strategy will be carried out in the following ways:

1. Industrial clusters will be formed by integrating surrounding industrial parks, making full use of regional economic advantages, getting well-known enterprises to move here, improving brand influence, increasing the division of labor in industrial cooperation, and building close cooperation among enterprises. The park needs to follow the strategy in integrating surrounding resources, developing nonferrous metal deep processing, biomass chemicals, and building materials based on resources, increase investment efforts, improve investment promotions, and attract large enterprises, while increasing its influence.

2. The industrial chain will promote integration and connection, link the leading industries, extend industries, encourage enterprises to extend development from both ends of the production line, and added-value by analyzing materials, energy and information flow, connecting non-ferrous metals, chemicals, building materials, and e-information, promote resource conservation, cut production costs, and improve park resource output and efficiency.

3. Industrial transformations will increase in park development, the environment, modern services, resource- and labor-intensive industries to make them capital- and technology-intensive ones through diverse production, and changing into an urban economy.
