Updated: 2010-07-28

On July 27, 2010, the 16th meeting of the 11th Standing Committee of Fujian Provincial People's Congress heard directions on "West Coast Cities Development Plan (2008-2020)". This plan outlines the long-term development targets for the next 10 years.

Included was the plan for an intercity rail network among Haixi megalopolises.

According to the plan, Fujian province will optimize the distribution of railways, rails, arterial highways and other transportation networks. In the short term, promote the construction of the Fuzhou subway project and carry out the preparatory work of Xiamen, Quanzhou and Zhangzhou urban railway networks; build the intercity rail network of Haixi megalopolises; connect urban downtowns, key stations, airports, key developing towns, industrial areas and transportation hubs.

Highways: The layout of highways will be built into "three vertical axes and eight horizontal axes": The "three vertical axes" are the Shenyang-Haikou National Highway (Fuding - Zhaoan), the Shenhai double line (Fuding-Zhaoan) and the Changchun - Shenzhen National Highway (Songxi - Ping Wu). The "eight horizontal axes" are the Ningde- Shangrao National Highway (Ningde- Wuyi Mountain), the Beijing - Taipei National Highway (Pucheng - Fuzhou), the Fuzhou - Yinchuan National Highway (Fuzhou - Shaowu), the Putian - Meizhou Highway (Putian - Yongding), the Quanzhou - Nanning National Highway (Quanzhou - Ninghua), the Xiamen - Shaxian Highway (Xiamen - Saxian), the Xiamen - Chengdu National Expressway (Xiamen - Changting) and the Zhangzhou Gulei Harbor - Wuping - Kunming Highway.

Airports: To carry out the expansion project of Changle Airport, it is to be an important hub-airport in China and the gateway airport of "three links" between the mainland and Taiwan. At appropriate times, build a new airport in coastal areas at the junction between Xiamen and Quanzhou based on the expansion project of Xiamen Gaoqi Ariport and Jinjiang Airport; expand or relocate Wuyishan Airport; build and promote the services capacity of Longyan Guanzhai mountain Airport, promote the construction of Sanming Airport and the preparatory work of Ningde, Putian and Zhangzhou, Pingtan Airport.

Ports: Xiamen Port and Fuzhou Jiangyin-Pingtan Port are key container ports. Fuzhou Port is the main unloading port for coal in the southeast coast of China. Meizhou Bay Port is the main unloading port for crude oil, iron ore. Build three main channels between the mainland and Taiwan by relying on Fuzhou Port, Xiamen Port and Meizhou Bay Port, in order to smooth contacts and goods exchanges between the two sides of the Taiwan Straits.
