The 2019 Sino-German Hidden Champion Innovation & Development Summit was held in Shunyi, Beijing on Dec 13. More than 300 industry experts, scholars and enterprise representatives exchanged views on industrial development trends, and discussed how the combination of government, industry, and academic study and research helps Sino-German hidden-champion enterprises to innovate and develop, and how to promote a new-type of Sino-German cooperation. At the same time, a series of policies on intellectual property protection and support for the development of foreign financial institutions was announced at the forum, and a number of Sino-German industrial projects were signed.
Issue policies to support the development of enterprises
The forum, with the aim of promoting high-grade, precision and advanced industrial innovation, coordinated Sino-German high-quality industrial resources and promoted construction of the Beijing International Cooperation Industrial Park (Sino-German Park) and implementation of Sino-German cooperative projects in Zhongguancun Shunyi Park.
Zhongguancun Shunyi Park, as an important part of the Zhongguancun Science Park, is building intelligent new energy vehicles, third-generation semiconductors, and aerospace industrial clusters.
A promotion event for the Beijing International Cooperation Industrial Park (Sino-German Park) was held at the forum. The Beijing International Cooperation Industrial Park (Sino-German Park), with a planned area of 20 square kilometers, will include a starting area, a supporting service area, an expansion area, and a science-education-industry-study-research platform. Combining the three major pillar industries in Germany, namely automobiles and auto parts, electrical and electronic components, and machinery and equipment manufacturing, with the top ten high-grade, precision and advanced industries in Beijing, the park will focus on intelligent new energy vehicles, aerospace, and intelligent equipment, and cooperate in various fields such as intellectual property protection, standard formulation, system management, and personnel training.
There are now nearly 400 financial institutions and nearly 100 listed enterprises in Shunyi District. Industrial finance, financial leasing, and commercial factoring are booming, and offshore finance also shows a good development momentum. The added value of the financial industry accounts for nearly 15% of the district’s GDP, and finance has become its third pillar industry.
One highlight of the policies issued at the forum is the Measures of Shunyi District to Support the Development of Foreign Financial Institutions.
The measures include: grants of up to 60 million yuan to foreign-funded financial institutions and branches with independent settlement functions established with the approval of the financial supervision department according to the paid-in capital; grants of up to 10 million yuan to foreign financial institutions that have obtained QDLP qualifications and a certain quota; subsidizing the operating costs of financial institutions that have settled in Shunyi District to reflect up to 80% of their economic contributions in the first three years. It can be said that Shunyi District provides full-range support for the operation of foreign-funded financial institutions in their first several years.
A number of policies on Sino-German cooperation in intellectual property protection were also issued. These include: implementing seven intellectual property projects, including newly authorized patents, intellectual property pilot demonstrations, disputes on patent infringement, and purchase of intellectual property services; supporting enterprises registered in Shunyi District to improve their intellectual property protection system; allocating 10 million yuan to compensate for risks in intellectual property mortgages. In three years, the scale of the intellectual property mortgage business is expected to be no less than 200 million yuan.
The signing ceremony of Sino-German industrial projects was also held in the forum. Nine companies, including the China-German Chamber of Commerce, Sino-German Hi-tech Park, Germany Yitu Consulting Co., Ltd., and Zhihui Wanlian (Beijing) Information Technology Co., Ltd., signed strategic cooperation framework agreements with Shunyi District.
Share experience and exchange on the new model of industrial development
In the forum, academicians, experts, representatives of well-known Chinese and German enterprises and hidden-champion enterprises carried out in-depth discussions and exchanges on the theme of the forum.
Stefan Gtzner, Chief Representative of the Federation of German Industries (BDI) in China, and many experts gave keynote speeches on the cooperation and complementary advantages of Chinese and German industries, the key points in the construction of the Beijing International Cooperation Industrial Park (Sino-German Park) and the characteristics of the park.
The forum will promote exchanges between Sino-German enterprises on technology and management innovation, deepen Sino-German industrial cooperation, promote the introduction of more high-quality industrial resources and the industrial upgrading in Shunyi District, and expand the influence of the Shunyi brand.
Zhi Xianwei, a member of the Standing Committee of the Shunyi District Committee and deputy head of the District, said that Germany is the pioneer of the fourth industrial revolution and the country with the most hidden champion enterprises. The forum is a win-win event that promotes Sino-German cooperation and upgrading of hidden champion enterprises and intelligent manufacturing.
