Zhongguancun Technical Managers Forum launched in Beijing

The Zhongguancun Technical Managers Forum was held at the Zhongguancun National Demonstration Zone Exhibition Center during the 2019 National Mass Entrepreneurship and Innovation Week on June 17.

The forum was attended by Peking University, Tsinghua University, the Institute of Computing Technology from the Chinese Academy of Sciences (CAS), the CAS Institute of Automation, and the Chinese Academy of Agricultural Sciences, along with other universities and research institutions, investment institutions, hard and core technology incubators and relevant service institutions.

Together they discussed important issues such as how to develop Zhongguancun technical managers and how to utilize sci-tech achievements in Zhongguancun. The establishment of the Zhongguancun Technical Managers Association was also announced.

The qualifications that a technical manager should meet include: 1. good technical background; 2. good relations with scientists in relevant fields; 3. rich channels to acquire human resources; 4. familiarity with relevant regulations and operating procedures for the transformation of sci-tech achievements in universities and research institutions; 5. the ability to help projects to connect with the hard and core technology incubation services; 6. the ability to design the equity structure and financing scheme; 7. the ability to help connect with industrial resources.

This forum represents a milestone in the growth of Zhongguancun technical managers and relevant institutions. The Zhongguancun Technical Managers Association will be an integral part of Zhongguancun's entrepreneurial service system to promote more achievement implementation in Zhongguancun.

The Zhongguancun Administrative Committee will focus on the following aspects regarding the building of the technical managers team:

1.Carry out the evaluation of Zhongguancun technical managers. 2. Support competent bodies in conducting personnel training in transfer and transformation services. 3. Encourage universities and research institutions in Zhongguancun transfer offices. 4. Establish sci-tech achievement workstations in Zhongguancun's branch parks. 5. Host a series of long-term "Sparks" activities on the transformation of sci-tech achievements in Zhongguancun. 6. Grant Zhongguancun technical managers the right to Zhongguancun subversive projects selection, frontier technology competitions, golden seed competitions and priority to recommend projects. 7. Strengthen direct incentives for technical managers in Zhongguancun based on transformation projects implementation. 8. Add and give technical managers talents policy support. 9. Encourage technical managers to invest in transformation projects for sci-tech achievements and offer them risk subsidies. 10. Encourage each branch park to issue supporting policies for Zhongguancun technical managers. 11. Carry out the selection of Zhongguancun technical managers and excellent implemented projects and build an incentive mechanism.

Weng Qiwen, deputy director of the Zhongguancun Administrative Committee, called on institutions and individuals engaged in the transformation of sci-tech achievements in the Zhongguancun Science Park to join the association, to advance the growth of Zhongguancun technical managers and help Beijing become a national science and technology innovation center with global reach.
