"Ecological empowerment of the big data application": a forum gathers wisdom out of multiple sources

On the afternoon of Dec 11, "Ecological empowerment of big data application", a sub-forum of the 2018 Zhongguancun Big Data Day, was hosted by the Beijing Big Data Research Institute and the National Engineering Laboratory of Big Data Analysis and Applied Technologies.

Nearly twenty experts and entrepreneurs from the fields of urban governance, municipal services, public safety and environmental protection gathered together to discuss how to provide systematic ecological empowerment and innovation platforms for big data application of government and enterprises.

Zhang Xiang, data director of Beijing Municipal Traffic Card Company, talked about how to manage the data from traffic cards, and extract the information needed for government decision-making and urban planning.

Zhang also responded to questions related to the adaptability of data governance in discussins with Zhao Yanyun, professor of the School of Statistics in Renmin University.

Zhang Yaohui, system operation director of the information archive center in Beijing Gas Group, shared the group's experiences in exploring how to apply big data in customer service, intelligence pipe systems and network security.

When talking with Yang Jingshuang, vice president of the Beijing Big Data Research Institute, Zhang emphasized the importance of adjusting organizational structure in transforming big data of enterprises.

Zhou Xiang, deputy director of the space-time big data center in Peking University, said that analyzing big data in any given space and time can improve data management efficiency and the application values of data in the industry.

The forum also set up a round-table discussion session. Different experts from government departments, scientific research institutions and enterprise organizations spoke their minds freely and revealed the social changes sparked by big data.

Having engaged in smart city projects and used big data in addressing government affairs for a long time, Wang Feicheng, deputy director of the information center of the Beijing Development Zone, focused on how to make big data work for government departments, improve the decision-making of leaders and serve public efficiency;

Liu Shunhai, a special expert of Big Data Innovation Center, in light of his working experiences in grassroots units, stressed the importance of SMEs in revitalizing data assets; and Zhang Jinsong, executive director of the Healthcare Big Data Lab, focused on the construction and operation of an information-based pension platform.

Different backgrounds bring different ways of thinking. Different ideas also show that what is needed for big data application is a comprehensive element system including training of interdisciplinary talents, innovation of hybrid technologies, design of top-level policies, dynamic business models, and clear-cut data property rights.

Utilizing reform of institutional mechanisms as the driving force, the new R&D complex represented by the Beijing Big Data Research Institute, together with the innovation platform of big data application, contributes to economic development and social change.
