国民党副主席江丙坤内定台湾海基会董事长，由他召集的“两岸经贸议题项目小组会议”4月14日端出两岸开放的具体内容与时间表。两岸直航时间定在7月4日，每周五至周一对飞。初期以桃园、小港为对口航点，飞航北京、上海、广州及厦门4个机场。

The weekend charter flights across the Taiwan Strait will begin on the first weekend in July, and flights will be arranged from Friday to Monday. It is expected (that) direct charter flights will operate daily before the end of the year.

两岸周末包机将于7月的第一个周末首航，每周五至周一都有航班。今年年底之前有望实现每日包机直航。

该报道中，charter flight 指an aircraft flight that has been arranged and paid for by an individual or group for a specific trip，就是“包机”的意思，weekend charter flight 是“周末包机”，direct charter flight 就是“直航包机”。

Charter在这里是形容词，意为of or pertaining to a method of travel in which the transportation is specially leased or hired for members of a group or association，即“包租的”；它也可以用作动词，表示“包租…”之意。
