BEIJING - Government websites in China have applied more technological methods and provided more services to the public this year, but nearly 80 percent of services are not functional, according to a report.

The report by the China Software Testing Center, a research institute directly under the Ministry of Industry and Information Technology, showed that government websites now disclose more information about budgeting, spending on government cars, receptions and overseas travel.

Governments in Qingdao, Shandong province and Suqian, Jiangsu province, also include blogs, micro blogs on their websites to better inform the public and promote policies. Shanghai, Shenzhen, Nanchang and other cities implemented measures to allow disabled people to access government websites.

The government websites also increasingly integrated the resources for public services, such as education, traffic, and social insurance. A diverse ways of interacting with Internet users are being employed, including surveys, soliciting suggestions, and online interviews.

Despite the achievements, the report finds that 79% of websites run by ministries, 87% websites of provincial governments, and 92% of websites established by county-level governments have various problems in providing valid information or services. A majority of websites are not user-friendly, and they are difficult to navigate.

The report also said many governmental websites had managerial problems, such as security loopholes and lack of quality control. A website for the health bureau in Yongzhou, Central China’s Hunan province, failed to discover it had been hacked into one year. Shitai county in East China’s Anhui province used pictures to create a home page without any functional links.

The website for China’s Ministry of Commerce ranks first in overall performance, followed by General Administration of Quality Supervision, Inspection and Quarantine, and the Ministry of Transport.

This is the 10th time that China Software Testing Center has organized a performance evaluation of governmental websites.
