Pingnan county, in Fujian province, ranked among the 34 counties in the second batch of national rural reform pilot zones, approved by 13 ministries, including the Ministry of Agriculture, on Nov 20, 2014.

Pingnan has taken on board poverty alleviation work in the last few years. Local government has carried out five long-term schemes, including building a poverty alleviation mechanism, providing financial support, offering vocational training and business start-up support, and taking a profit-oriented relocation. It aims to gradually chart out a comprehensive and effective mechanism in 3 to 5 years.

Pingnan plans to build a poverty alleviation mechanism driven by government, society and market, which will in turn facilitate local economic development. It is expected to be a national pilot in rural comprehensive reform.
