Administrative reconsideration a strange term: survey

Many people don't trust the government in the reconsideration process when claiming rights infringed by the public's power, the top legislator announced on Wednesday.

In a survey of 4,351 people by the National People' Congress Standing Committee, 60 percent said they knew little or even nothing about the administrative reconsideration, according to a report released by the committee.

The report is based on the inspection toward the enforcement of Administrative Reconsideration Law.

The NPC Standing Committee inspected the enforcement of the law in six provinces including Liaoning, Guizhou and Shandong during September and October.

It's the first time the NPC inspected the enforcement of the Administrative Reconsideration Law since the law was enacted 14 years ago.

Under current regulations, if the people are not satisfied with the activities of government agencies, they could appeal for reconsideration at a higher-level administrative body.

The report pointed out that people have to wait for months to have their cases reconsidered due to the low efficiency in government procedure.

About 38.2 percent of county governments don't have reconsideration agencies, and each county government has less than one worker on average to handle the public's reconsideration requests, according to the report.
