China mulls animal feed regulation

BEIJING - China's Ministry of Agriculture on Tuesday began to solicit public opinion on the draft management regulation on the quality and security of feed and feed additives.

In a total of eight chapters and 47 items, the draft regulation stipulates practices that feed producers should abide by in the procurement of raw materials and management.

The draft regulation says feed producers should make lists of qualified providers, record the names and production areas of raw materials and take effective measures to prevent cross-contamination and foreign infections during the manufacturing process.

Excessive levels of aflatoxin, a cancer-causing toxin, were discovered in two batches of milk products sold in China in December, triggering a new round of food safety scare.

The General Administration of Quality Supervision, Inspection and Quarantine later said the eating of mildewed feed by cows has caused excessive levels of aflatoxin.

Practices in product quality control are also stipulated in the draft regulation, as well as practices for storing and transporting the products, sanitation, documentation and record management, among others.
