Impact of Party-wide campaign lauded

Xi Jinping, general secretary of the Communist Party of China Central Committee, has emphasized the importance of consolidating and expanding the progress made in a Party-wide study and education campaign for establishing and practicing a correct understanding of governance performance.

Xi, who is also Chinese president and chairman of the Central Military Commission, made the remarks in a recent instruction, which was studied at a meeting of the CPC Central Leading Group for Party Building on Monday.

Launched in late February, the five-month-long Party-wide campaign aimed to guide CPC members, especially officials, in establishing and practicing a correct understanding of what it means to perform well.

Xi said in the instruction that the campaign had achieved notable results and fulfilled its intended objectives.

Xi stressed that establishing and practicing a correct understanding of governance performance is a long-term task requiring persistent efforts.

He called for continued efforts to consolidate and expand the progress made in the campaign and to guide Party organizations at all levels, Party members and officials to build the Party for the public good, deliver benefits to the people, make sound and scientific decisions and work diligently with concrete actions.

Xi noted that since the 18th CPC National Congress in 2012, Party-wide study and education initiatives targeting important and pressing issues in Party building have become an important institutional arrangement for strengthening the Party.

The CPC Central Committee has launched nine Party-wide education campaigns since the 18th CPC National Congress. The previous campaign, which was held from March to July 2025, focused on thoroughly implementing the central Party leadership's eight-point decision on improving work conduct.

In the instruction, Xi called for regular education on governance performance, with a particular focus on principal officials of local Party committees and governments, newly promoted officials, young officials, and officials in key positions.

Positive examples should provide guidance and negative cases should serve as warnings, Xi said, urging Party members and officials to shoulder their responsibilities and perform their duties guided by a correct understanding of governance performance.

Xi also called for routinely identifying and rectifying problems, with close attention paid to prominent problems related to misguided views of governance performance that require long-term correction. He said that rectification efforts should be closely tracked and their effectiveness assessed.

Efforts should be intensified to address cases in which newly appointed officials neglect issues left unresolved by their predecessors, he said.

Xi urged the use of disciplinary inspections, audits and statistical supervision to accurately identify problems and make rectification more targeted and effective.

He also stressed the guiding role of performance assessments, calling for improved differentiated evaluation systems and an approach to selecting and appointing officials that prioritizes practical work and tangible results.

Preference should be given to officials who dare to take responsibility, show initiative, deliver results adeptly and demonstrate outstanding performance, Xi said.
