Former senior State-owned assets official expelled from Party

Luo Yulin, a former deputy-ministerial-level official in the State Council's State-owned Assets Supervision and Administration Commission, has been expelled from the Communist Party of China for severe violations of Party disciplines and national laws, the CPC Central Commission for Discipline Inspection and the National Supervisory Commission said on Thursday.
They said in a statement that Luo, 65, was suspected of duty-related crimes and taking bribes, and his case and the alleged illegal gains involved would be transferred to procuratorial agencies for examination and prosecution.
It said Luo had shown disloyalty and dishonesty to the Party. He accepted banquets and tourism activities arranged by private entrepreneurs, failed to report personal matters as required, sought benefits for others and received property during the selection and appointment of cadres.
Luo was found to have consistently accepted gifts and cash, engaged in for-profit activities and lent substantial amounts to multiple private entrepreneurs for significant returns.
He also indulged in transactions involving power, money and relationships, colluded closely with unscrupulous businessmen, utilized his position to benefit others in business operations and project contracting, and accepted large amounts of property in return.
Luo, from Henan province, worked in Qinghai province for nearly 40 years, serving in positions including director of the provincial State-owned assets bureau, director of the Qinghai economic and trade commission and deputy director and director of the provincial SASAC.
He was vice-governor of Qinghai from September 2004 to November 2015.
From November 2015 to September 2018, he served as the chairman of the board of supervision of key large State-owned enterprises. That function was transferred to the National Audit Office in 2018 due to institutional reform of the State Council.
Luo then became a deputy-ministerial-level official in SASAC. He was placed under investigation in May.
