Warrant issued in Zhejiang for four fraud suspects

The Public Security Bureau of Wenzhou, Zhejiang province, issued a wanted order on Sunday for four suspected key leaders of a telecom fraud criminal group operating in Kokang of northern Myanmar.

Public security agencies will give rewards of 100,000 yuan ($13,719) to 500,000 yuan to those who provide effective clues and assists, a statement from the Public Security Ministry said.

The four people named in the warrants are two males — Ming Xuechang, 69, a former member of Myanmar's Shan State parliament and former member of Kokang Leadership Committee and Ming Guoping, 42, a militia squadron leader in the Kokang region of Myanmar' Shan State — and two females from Lincang city of Southwest China's Yunnan province — Ming Julan, 42, a native of Lincang's Zhenkang county, and Ming Zhenzhen, 27, a native of Lincang's Gengma Dai and Va autonomous county.

The statement said that Ming Xuechang is suspected in leading the group in organizing and operating fraudulent activities for a long time, openly using armed protection and engaging in extensive telecom fraud targeting Chinese citizens.

Despite the intensified crackdown by law enforcement, the group has not ceased its criminal activities, continuing to organize and carry out illegal activities on a large scale, it said.

Additionally, they are suspected of severe violent crimes, including intentional homicide, intentional injury, and illegal detention with extremely malicious circumstances and severe consequences.

Public security organs urge the suspects to recognize the situation, cease their criminal activities and surrender voluntarily, seeking lenient treatment. At the same time, they call on the public and various sectors of society to actively report and assist in apprehending the suspects.
