CPC Central Committee plenary session to open on Sunday

The second plenary session of the 20th Communist Party of China Central Committee will be held in Beijing from Sunday to Tuesday, according to a decision made on Tuesday at a meeting of the Political Bureau of the CPC Central Committee.

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting, which discussed a work report of the Political Bureau of the CPC Central Committee to the CPC Central Committee and a draft plan for the reform of Party and State institutions.

The meeting also discussed a list of proposed candidates for the leading positions of State institutions to be recommended to the first session of the 14th National People's Congress, which will open in Beijing on March 5, and a list of proposed candidates for the leadership of the National Committee of the Chinese People's Political Consultative Conference to be recommended to the first session of the 14th CPPCC National Committee, which will open in Beijing on March 4.

Also discussed at Tuesday's meeting was the draft Government Work Report that the State Council intends to submit for deliberation at the first session of the 14th NPC.

The meeting noted that since the 18th CPC National Congress in 2012, the CPC Central Committee with Xi at the core has been making the reform of Party and State institutions a significant task in the drive to modernize the country's system and capacity of governance.

The 20th CPC National Congress in October made important decisions about intensifying institutional reforms, which have profound significance in advancing the building of a modern socialist country in all respects and comprehensively promoting national rejuvenation, it said.

It underscored efforts to ensure that the Party's leadership over socialist modernization becomes more refined in institutional setup, more optimized in the division of functions, more improved in institutions and mechanisms, and more efficient in operation and management.

In terms of government work in 2023, the meeting underscored the need to comprehensively implement the guiding principles of the 20th CPC National Congress, and take solid steps to advance Chinese-style modernization.

It urged efforts to improve coordination of domestic and international affairs and improve coordination of epidemic prevention and control with socioeconomic development, as well as better coordinate development and security.

Efforts should be made to comprehensively deepen reform and opening-up, vigorously boost market confidence, align the strategy of expanding domestic consumption with supply-side structural reforms and improve overall economic performance, the meeting said.

While stressing the need to consolidate and develop the public sector and encourage, support and guide the development of the nonpublic sector, the meeting also called for greater efforts to attract and utilize foreign capital and effectively prevent and defuse major economic and financial risks.
