The accident occurred last Sunday at a refinery and petrochemical complex in Panjin, Liaoning province, resulting in 12 deaths and one missing person.

The notice requires Liaoning province to promptly organize and carry out an investigation, in accordance with the law, to find out the cause of the accident and put forward handling suggestions.

Before the closure of the accident investigation, Liaoning should submit a report to the Office of the Safety Committee for review and approval, and then make it public.

After the case closes, Liaoning should timely submit the accident investigation report and the implementation of the accident handling decision to the office.
