Legal organs urged to hasten reform

China's political and legal organs were urged to accelerate the reform and development of the supervision system for law enforcement and the judiciary to respond to people's higher expectations.

At a ceremony on Wednesday conferring the police flag on China's police force, President Xi Jinping stressed that political and legal organs need to focus on prominent problems that people have reported; promptly improve mechanisms for supervising and restricting the exercise of power; and implement strict, standardized, fair and civilized law enforcement.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, called for strengthening the credibility of law enforcement and the judiciary and ensuring fairness and justice in handling every matter.

At a meeting about comprehensively deepening reform in the political and legal fields held on Wednesday in Beijing, Guo Shengkun, a member of the Political Bureau of the CPC Central Committee, said that the reform and development of the supervision system of law enforcement and the judiciary is a response to people's new expectations for fairness and justice.

Guo, also head of the Commission for Political and Legal Affairs of the CPC Central Committee, said that the exercise of law enforcement and judicial power has a direct bearing on people's property and personal rights and that the people are the best judges of law enforcement and judicial work.

As the goal of building a moderately prosperous society in all respects is nearing realization, and the people's demand for democracy, the rule of law, fairness and justice is growing, the political and legal organs should focus on people's new demands for law enforcement and justice and take the initiative to accept their supervision and judgment, Guo said.

Guo urged accelerating the establishment of a well-organized, standardized and efficient supervision system for law enforcement and the judiciary, which could ensure the fairness, efficiency and authority of law enforcement and the judiciary, and further enhance people's sense of gain, happiness and security.

Additionally, Guo called for improvement of the internal and external supervision mechanisms for political and legal organs, stressing to make law enforcement and judicial activities open to the parties concerned and the public in accordance with the law, so that there will be no room for shady practices and corruption in the judiciary.

Public security organs in Guizhou province have deepened the reform of law enforcement supervision and management and effectively improved the credibility of police officers. The public's sense of security and satisfaction with public security organs have been improving year by year, reaching 99 percent and 97.3 percent, respectively, in 2019.

Guizhou has established a mechanism putting the whole process of law enforcement under supervision, which could automatically send warnings of acts such as extorting confessions by torture and excessive interrogation and inquiry.

Procuratorial organs in the Guangxi Zhuang autonomous region have also strengthened the supervision of procuratorial work. The quality and efficiency of legal supervision have been significantly improved. People's satisfaction with the procuratorial team in Guangxi increased from 92.5 percent in 2013 to 99.1 percent in 2020.

To promote the credibility of the judiciary, cases involving major organized crimes must be examined and verified by the people's procuratorates of the autonomous region. In addition, procuratorates have made a special list for the investigation of 15 common crimes such as reckless driving.
