University vice-president expelled from Party and sacked

Cai Xiang, former vice-president of Communication University of China, has been expelled from the Communist Party of China and removed from his post, the CPC Central Commission for Discipline Inspection and the National Supervisory Commission said on Wednesday.
Cai violated Party discipline and obstructed investigation and review of his behavior, they said in a statement. He colluded with others to prevent investigators from accessing evidence and instigated others to interfere in verification work.
Cai also violated the eight-point frugality code and lacked integrity. He used public funds to travel abroad, buy gift cards and expensive alcohol and tobacco, pay for the use of his private cars and cover personal expenses.
Cai received large amounts of money and accepted gifts that affected the fair performance of his official duties. He used public funds to give gifts and issued subsidies in violation of regulations.
Cai failed to truthfully report his personal income and family property. He treated others badly, resulting in a negative influence. He broke work rules and illegally transferred State-owned assets. Cai also maintained improper sexual relations with others for a long time.
Cai lost his faith and backed out of the Party's original aspiration and mission, the statement said. He also lacked awareness of discipline and law, and his behaviors constituted duty crime and suspected corruption, the statement said.
Cai's case, and the money and property involved, have been transferred to prosecutors.
Cai was born in Hubei province in 1964 and joined the Party in 2005. He became the editor of Communication University of China Press in 2001 and the university's vice-president in 2014.
Suspected of multiple violations of Party discipline and laws, he was placed under investigation in June.
