Between December 21 and 24, 1997, the national organization working conference convened in Beijing. At the meeting, Hu Jintao delivered a speech. He pointed out we should strengthen the studies of theories for all Party members and cadres and promote the training of young cadres to strengthen grass-roots organizations.
