From November 22 - December 16, 1926, the Executive Council of Communist International held the seventh enlarged plenary session and discussed the revolutionary problem of China. The plenary session approved a draft resolution on the Chinese problem, stating that the Chinese revolutionary movement would focus on agrarian revolution, the proletariat should do its utmost to strive for revolutionary leadership and revolutionary troops are important factors in the Chinese revolution.
