October 25, 2005: Central committee on maintaining social order holds plenum

On October 25, 2005, the Central Committee for Comprehensive Management of Social Order held a plenary meeting in Beijing. Senior Chinese leader Luo Gan, who headed the committee on maintaining social order, said in his speech that more attention should be given to the administration of the migrant population and to preventing juvenile delinquency in order to maintain social stability.
