From January 3—5 the CPC Central Committee held a conference on rural work in Beijing. This meeting conveyed the instructions of Jiang Zemin: it is a necessary requirement for building a moderately prosperous society and accelerating socialist modernization to constantly consolidate and strengthen agriculture as the foundations of the new century. Through the reform and opening up and technological progress we should promote agricultural and rural economic restructuring and increase farmers' incomes to ensure national food security, maintaining social stability in rural areas.
