Jan 2, 1983: The CPC Central Committee issues the "Current Issues of Rural Economic Policy"
On Jan 2, 1983, the CPC Central Committee issued a report entitled "Current Issues of Rural Economic Policy" (referred to as the Central Document No. 1 of 1983). The document states that since the Third Plenary Session of the 11th Party, China has undergone many significant changes in rural areas, of which the most far-reaching is the widespread use of various forms of an agricultural production responsibility system, while the contract system has increasingly become the main form. The contract system is a great creation by the peasants under the leadership of the Party and a new development in the Marxist Theory of Agricultural Cooperation in China's practice. Now the direction is clear, the road has been opened. The paper also describes 14 issues on the progressive realization of economic restructuring, structural reform and technological change in agriculture, in accordance with national conditions, in order to go into the agricultural development path of socialism with Chinese characteristics.
