Holding the international water carnival meets the need to create an urban brand of building for the "China entertainment capital for water sports" in Liuzhou.

It will also expand Liuzhou city by enhancing its popularity. The six working groups set up by headquarters will coordinately cooperate and work with other departments to ensure the high standard and quality of eight culture activities, 12 sport activities and other business and tourist activities related in the international water carnival this year.

To meet the need for all-round development of Liuzhou city and to combine with projects building "four well-known cities" and creating "five cities" simultaneously, Chen Gang, the party secretary of Liuzhou, stressed that this year the international water carnival will be held during the National Day and new contents and items will be added to the water carnival by the Government of the Liuzhou city. The international water carnival will be the biggest sport and culture event of highest international level this year with the most people participating and the most activities provided in Liuzhou’s history.

Guided by the principles of all citizens participating, all town reveling, and all-round developing with the operation and manipulation of enterprises and the support of society, Liuzhou is making the international water carnival a beautiful signature of its cultural card. The international water carnival is the first carnival activity in China with water as its feature and carrier. Integrating elements of water entertainment, sport and fashion, the water carnival will be improved and enriched in accordance with the requirement of Liuzhou’s citizens and become the brand image of the city.

Speaking of the water carnival will be enough to remind people of Liuzhou, just like speaking of "Carnival" reminds people of Brazil. Chen Gang said making the international water carnival a success needs further unified thinking. To hold the water carnival successfully is in line with the need for the scientific and overall development of Liuzhou, and the need for deepening the building of a cultural and tourist city.

Secondly, the international water carnival is an effective carrier to serve and make benefit for Liuzhou's citizens. While great progress has been made in constructing politics, economy, culture and the society of Liuzhou, the construction of the cultural brand of Liuzhou city still has a long way to go compared with the scale of its economic construction.

Thirdly, to hold the water carnival is the special requirement to promote the development of the tourist industry in Liuzhou. The beautiful Baili Liujiang River is located in Liuzhou and it is a good place which can be exploited to enhance the cultural and sport connotation of the city and to promote the urban tourist image of Liuzhou. The development of the tourist industry of Liuzhou will be injected with new vitality to the tertiary industry, which will attract more people to live and invest in Liuzhou, thus leading the economic and social development of Liuzhou to a track of positive circulation.
