Chengdu forges world's largest cloud service, terminal product manufacturing base

In the afternoon of July 18, the Chengdu municipal government information office held the 21st special theme news release to announce the Outline of the 12th Five-year Plan of Chengdu City on Cloud Computing Application and Industrial Development. According to the plan, by 2015, cloud computing will become the most important infrastructure and application mode in the construction of Chengdu. The government will facilitate construction of the three industrial clusters of cloud service, fundamental software and hardware facilities, and cloud terminal product manufacturing. The industry will then be worth 300 billion yuan. Chengdu will become the world's largest cloud service and terminal product manufacturing base. A series of measures and policies on cloud computing industrial development will be released in the near future.

"Chengdu has the basic conditions to speed up development of the cloud computing industry," said Li Changhong, deputy director of the municipal economic and information industry committee. Chengdu has constructed fairly developed information network, computing, storage and security infrastructure. It already is home to Chengdu Cloud Computing Center, China's first commercialized super-computing center that serves governmental applications and scientific computing, with a capacity of 140 trillion times of per second. Chengdu is also ranked among the most developed in the country for information applications, covering social, economic and governmental services. There is great potential for market development. In addition, Chengdu's electronic information industry has developed fast. Li said the industry had almost generated 200 billion yuan in main business revenue in 2010, and the industrial added values amounted to over 10 percent of GDP in the city.

Li said Chengdu, an important electronic information industrial base in the country, has maintained over 30 percent annual growth in the software and information service sectors over the years. The city has plenty of experienced technicians, and advanced technological innovation capacities, with superior advantages to develop cloud computing.

The plan stipulates that by 2015, Chengdu will construct four basic platforms of cloud computing for government affairs, society, enterprises and high performance computing. Among them, the government affairs cloud computing will mainly focus on harmonizing resources and city management, the social cloud system will cover public service and social application, the enterprise cloud computing will mainly serve the industrial park and enterprises, and high-performance cloud computing will be oriented to high-end application systems of industrial design and analogue simulation.

It is reported that Chengdu will base cloud service and terminal product manufacturing in Tianfu new district and high-tech west district. It will rely on the comprehensive bonded zone to construct an international data bonded port. It will formulate a cloud computing industrial structure of "two ports and one zone". It will set up three industrial clusters of cloud service, fundamental software and hardware equipment production, and cloud terminal product manufacturing. Moreover, it will cultivate a group of domestically powerful and influential cloud computing leading companies. By 2015, the cloud computing industry will be worth 300 billion yuan, cloud computing service will amount to 10 percent of the national market, and mobile intelligent terminal product manufacturing will occupy more than 20 percent of the global market. Moreover, Chengdu will become the world's largest cloud computing service supplier and terminal product manufacturing base.

By boosting the cloud computing industry, Chengdu will attract a large number of manufacturing enterprises to move their R&D centers to the city. Chengdu will develop into a "grand base of data". It is reported that China Telecom Tianyi Space has located its cloud service backstage in the information center of western Chengdu. Leading officials of the municipal economic and information industry committee said that along with the settlement of leading enterprises like Lenovo, Dell, Foxconn and Compal, more and more enterprises in the cloud computing industrial chain will "move closer" to Chengdu.

In terms of building up the cloud terminal product manufacturing base, Chengdu will take further measures to expand the industrial bases of Lenovo and Dell, improve the supporting industrial chains of Foxconn, Compal and Wistron, and support Guoteng Group, Jiuzhou Electronic and Pushi Information to develop competitive products and intelligent terminals under the cloud computing mode. Under the plan, Chengdu will give priority to introducing smart mobile phone and other intelligent mobile terminal product manufacturers, and cultivate world's largest cloud computing product manufacturing base.

To accelerate cloud computing infrastructure construction, and promote wider cloud computing applications and healthy development of cloud computing industry, Chengdu will promulgate a series of special policies and supporting measures within the year in a report.

Chen Fu, deputy director of the municipal investment promotion committee, said that in terms of optimizing the development environment, Chengdu will set up a special fund for cloud computing industrial development, guide and support cloud computing platform construction, implement pilot application projects, industrial zones and enterprise applications, and promote major industrialization projects. In terms of attracting technicians, the city will extend support for personnel training. Furthermore, the city will offer more subsidies in logistic services, covering air, land and sea transportations in order to make Chengdu a more attractive inland city. In terms of technological innovation, Chengdu will earmark special funds to subsidize national level enterprises. In addition, Chengdu will establish special policies for preferential fiscal and taxation treatment, industrial support and financing service.
