Some local governments' environmental protection supervision force still work on misplaced priorities, and tend to favor GDP growth at the cost of the environment, says an article on Liao1.com. Excerpts:
The Fengqiu county government in Henan province granted permission to a highly polluting chemical enterprise to reopen. The noise generated by the factory can disturb communications in offices even 1 km away. But none of the local officials have bothered to take steps to annul the enterprise's operating license.
This hierarchy-first concept is rampant among local administrative departments, including those in charge of environment protection. Effective supervision can never be conducted because local environment authorities are forced to take decisions according to the wishes of equal- or higher-ranking officials.
