 To set up a fair distribution system the government has to take a series of coordinated actions, not just raise the common man's salary, says a Xinhua article. Excerpts:

The move to reform the national wealth distribution system has drawn a lot of attention at the annual sessions of the Chinese People's Political Consultative Conference and National People's Congress.

The key points of fair distribution of wealth are what, how and who to target. A fair distribution of national wealth should ensure the needy get not only more money, but also more purchasing power. The rise in commodity prices should be taken into consideration while raising the pay of the common people.

Otherwise, the raise would not have the desired result. The government should pay more attention to the distribution of rights than distribution of money. And the public should have more say in drawing up distribution mechanisms. In fact, a proactive participating paradigm is preferred to the existing bureaucratic decision-making process for more flexibility and rationality.
