Streamlining of group discussions at the annual session of the Chinese People's Political Consultative Conference (CPPCC) can help improve communications, says an article in Guangzhou Daily. Excerpts:
A speaker spent 40 minutes rattling political clichs during a three-hour CPPCC group discussion before an irritated participant stopped and reminded him not to waste the time of the annual session.
The public is losing trust in the policymaking capacity of the CPPCC after seeing how its members waste time at the annual session talking about unnecessary or trivial issues. How can a person talk nonsense for long time, while other, serious speakers wait?
The order of speakers at group discussions is prepared beforehand for convenience. But three rules should be observed for such important occasions. First, speakers should be told that their speeches have to be to the point. Second, all speakers should be given a time limit for their speech. Third, the special order of speakers should be abolished, because flexibility can promote efficient discussions and allow more people to speak.
